TOM STEPHENS
KAHP President & CEO
Tom Stephens joined KAHP in January 2021, bringing a wealth of leadership experience from both the public and private sectors. Before joining KAHP, he served as Secretary of the Kentucky Personnel Cabinet, where he managed the state's largest self-funded health insurance plan, covering 6-7% of Kentucky's population. In this role, Stephens also oversaw workforce planning, talent management, employee benefits programs, and the administration of a $1.6 billion annual payroll.
Prior to his work with the Kentucky Personnel Cabinet, Stephens was Corporate Counsel for Alltech, a global leader in animal health and nutrition. He later founded Stephens Enterprises, a strategic consulting firm offering business solutions and legal services. Stephens is also a co-founder of the Gilroy Group, a residential real estate and property management firm.
A graduate of Tulane University and Loyola University School of Law, Stephens was a U.S. Presidential Management Fellow in Washington, D.C., where he focused on regulatory compliance, antitrust issues, and alternative dispute resolution in international maritime law. He is also a recent graduate of the GLI Health Enterprise Network Fellows Program.
Stephens is an active community leader, currently serving as Chairman of the Sayre School Board of Trustees. He is also a Board Member for both the Bluegrass Community and Technical College System and the Central and Eastern Kentucky Chapter of the American Heart Association. In addition, he is a licensed private pilot and a member of the Kentucky Civil Air Patrol.
Katherine Kington North
KAHP Vice President of External Affairs
Before joining KAHP in 2022. North most recently served as Communications Director for the Kentucky State Treasury. Prior to her role at the Treasury, North led communications for the Kentucky Personnel Cabinet, overseeing communications and outreach for the Kentucky Employees’ Health Plan. Before serving in government, She worked at RunSwitch Public Relations where she served as a spokesperson for the 144th Oaks and Kentucky Derby. She is a former anchor and reporter of WAVE 3-TV in Louisville. A Louisville native, North is a graduate of Auburn University.
